Previously, Zero Restriction Mode was used as a catch-all when a transaction was declined.
However, we would like for users to be intentional about what settings are being modified to allow a transaction after a decline.
By enabling zero restriction mode, users were essentially allowing all countries and channels for a limited period of time. This is why we have broken down the controls and modified the transaction decline message so users know exactly why a transaction was declined and what needs to be done to approve the transaction.
